Villagers idle in townhall

As a squirrel in a multiplayer game my villagers all of a sudden went idle in the town hall. When I assign a villager to the dock I built that one too went idle.. it just sat in the dock without entering the ship. The scouts I assigned to the scout camp dissapeared.

The food income I should get from the villagers in my main tile was not coming in either, meaning they were actually idling even though they shouldn't.

I have added a screenshot of the occurance.

Could be the same problem:
Had a Forest tile with an iron deposit. Miners and woodcutters in the zone did nothing and were idle. Destroying and rebuilding the buildings made no difference.
