AI picking 'Bullying' rivalry with Snake Clan

Apologies if I've misunderstood something, but it appears that the AI are able to apply the 'Bullying' rivalry to the Snake Clan. Is this intentional? I understand that the Snake clan are unable to pick Bullying (and believe they likewise cannot be targeted).

I'm not sure if the AI themselves were able to make any use of it, but the pop-up appeared as per the screenshot below. I've got a save file from just after I took their embassy too. Please let me know if you'd like it or would like me to try and re-create the exact point when they have applied the rivalry, I'll see what I can do!

Hi, just to chime in that I had this exact thing happen to me too while playing snake conquest

I had the same thing happen to me in my recent conquest game. i definitely feel like it was making it a lot harder than it should've been otherwise, because they were definitely more durable than my units. I know for a fact I have not been able to pick bullying against snake AI, so it really feels awful that they can pick it against me when i'm playing snake.
