  I came here to post about this bug, saw there's a post already. This happened to me as well, playing the final mission of a Stag Conquest (Lazy Villagers).
  
  I got the dwarves at the end of the game where only the relic was left to forge, unsure if the bug affects all smithing or just the relic.
  
  1. Conquest, Hard, Stag, Lazy Villagers

  4. Haven't tried yet, will check the next time I manage to ally the dwarves!

  I am not sure what is causing it, but recently I have had an issue where the forging progression just stops. I am playing in a solo game on the permafrost style map, and I have had this happen in at least two separate games now where the forging progress bar just stops, and no matter what I do, I cannot get the forge bar to move at all. I have tried cancelling everything in the queue and selecting things all over again. I have even tried rebooting the game completely. Both times this has happened, I was playing as clan of the lynx. I do not know if this is exclusive to just them or not.

  4. Yes, I've tried putting dwarves on a regular map and in Ragnarok. Each time they refused to forge. I tried to forge a relic and improve the instrument. The clan also changed, the last time i played for a bull, before that for wolves. I made friends with dwarves almost at the beginning pf the game, last somewhere near the end of the game. I trieds to put them in different ways. First choose an improvement, then add, rearange to another location and back, they then work, then just stand with the forgoing animation. But a curious fact is that if a dwarf himself runs up to forge, he starts working, if he is manually assigned, then he refuses to work.

  In the game in the screenshot i played for the bull clan, not the dragon. Especially before that I played for the wolf clan.

  When you have a dwarf operative and you assign it to your forge, it will play the animation and sound effects, but whatever you are trying to forge will not make any progress, it just stays stuck.
  I had to take my dwarf operatives off of the forge and assign villagers to the forge instead.
  This has happened to me twice now: once in the Cross of Vidar campaign, and once in a Conquest.
