Emissary Lodge is unavailable for Lion Kingdom, but AI can build and use all types of rivalaries against player

1 - Bug happened on Dedicated server, Europe.
2 - I am using Windows OS.
3 - I run game on DirectX.
4 - I can reproduce this bug. If you pick Lion as AI, soon, about 803-804, this clan will start one of the rivalaries and if you explore his zones, you'll find emissary lodge built. Btw, didn't tried to play with as Lion teammate, only enemy.
