Conquest +1 happiness bonus does not grant extra happiness in Clan of the Dragon Conquest (hard)

I'm playing In conquest mode, difficulty hard, with Clan of the Dragon on Mac OS Ventura 13.5.1, and on the Call of Blood level, the conquest bonus of +1 happiness doesn't give +1 happiness. I have tried it several times over the past couple weeks using the same save file and the bug happens every time. Not sure if it would work if I started a new conquest with this clan.
