Units could not be commanded to enter swamp tile.

There was a swamp tile on the map that my units could not be commanded to enter. The cursor icon showed a red X when hovering over every part of the tile. Units were able to walk through it to get to another tile. I tried buying the tile, it made no difference. I tried sending different units individually, none could go there. I transferred the tile to my neighbour, and she also could not send her units there.
Neither of us were the host.
Multiplayer 3 humans vs 3 AI, Peer to Peer
Direct X launcher
Windows 10 Pro
I have not seen this bug again since
Unfortunately I did not know I could get seed
