Ox Clan on Neuestria - Wargear spawned on Gnomes

Maybe not a bug?
I was Ox, I in the process of allying with gnomes when my second war-gear spawned on their tile. I let the alliance meter fill up hoping I could collect it peacefully but it was still an act of aggression.
I feel like that's not intentional, maybe a bug due to the new map's relabeling? I've never had it happen before but I'm casual.
Ultimately, the game forced me to murder the poor gnomes, sad state of affairs really.
