audio volume all over the place

upon opening the game and as long as the game is running the audio is extremely loud and affects all other audio on my pc. adjusted in game audio to its lowest setting, however the audio is still erratic and is at max volume most of the time. the sound will go out when i take the audio to zero but as soon as i go back to just 1 it returns to maxing and intermittently changing volume on its own. tried to lower volume in pc settings for the individual app volume but its the same affect. will completely shut off at 0% but even at 1% will still max out. Running on a windows 10 system. tried running the game in openGL and directX. restarting computer and running game with no other apps open does not fix. tried uninstalling and wipping all cache and remaining files before reinstalling but no fix. makes no difference in windowed or Fullscreen. have obs recording showing audio settings. can send whatever files are needed. but this isnt isolated its constant from start up.
