Borderless mode does not work and alt tab creates strobe effect

Borderless mode does not work, I can't move my mouse to the other monitor. Windowed mode keeps the white bar on top of the game which is annoying as well so atm I have no way to use both monitors without alt tabbing or using the windows key. BUT, if you do this, most of the time the game screen will start to flash white like a strobe effect.
