Stuck at "Almost Ready"

1 - Dedicated Server and Peer-to-peer
2 - Windows 10
3 - Direct X and Open GL
4 - This happens any and every time I have tried playing multiplayer, both matchmaking and custom games
5 - the only information a screenshot would provide is the loading screen
6 - Cannot get seed as I am stuck on the loading screen
7 - Save not available for multiplayer
