BUG - Villager generation stuck

At some point of the game the villager generation stopped. It was stuck in 100%, but new villagers would not appear. This problem continued multiple years, until I eventually I run out of villagers. Otherwise the game was working in sync with the other two players.
Mode: Custom dedicated server, 3 players + 3 AI (via steam invites done by me)
OS: macOS Venture 13.4 (22F66)
