Can't use axe thrower camp after save

Playing a solo custom game as Raven.
Builds a Axe thrower camp in home zone.
Saves game for later.
Loads game, can no longer use Axe throw camp. Can't open it, can't assign villagers to it.
Solo custom game normal difficulty
