Free tower upgrade from the suppressing tower tree in Bifrost has infinite charges

When you unlock suppressing fire in Bifrost mode, it states that it gives you 1 tower upgrade for free per year as usual. However, when upgrading a tower, this upgrade is never consumed which allows you to upgrade infinite sentry towers.
