[Bifrost][Lion] Can't use free upgrades from Guardian Path on standard towers

In the Bifrost game mode, if you pick Lion, you are unable to use Forts. You can only build standard towers (Stoat can use both). If you go with the Guardian military path, you are unable to use the free tower upgrades because the game seems to want you to use them on the Forts that you can't build.
