[Bifrost/Location/Event] The event "Ghosts on the Shore" does not work correctly in the icy location

While playing solo bifrost, I went to an ice location. During the game, I got the event "Ghosts on the Shore", which summons ghosts to attack my tile.
When they appeared, they did not decide to go to the tile, but stopped at the place where they appeared. I assume this happened because of the layer of ice in the ocean.
