[Lore/Neutrial] Hypnotic Spores Lore not working with Mermaid Neutrial Faction

While playing Solo Conquest as the Owl Clan, I went on a mission with the neutral Mermaids faction. When I tried to raise their relations with them via Hypnotic Spores, I noticed that they weren't working with that faction, even though they should.
