Turtle caravans become invincible after Skirmishers deplete their resources with Under Pressure

I encountered htis same bug today with snake clan. Once the caravan was depleted, my skirmishers kept trying to attack it for resources, rather than attack it for damage.

The only way to destroy the caravans was to use my warchief, or neutral units such as Jotunn.
