[Turtle] The caravan mined iron in a tile that was already out of it

While playing solo conquest for the Turtle clan, a situation arose:
- I was mining iron from a tile.
- The iron in the tile ran out.
- The caravan continued mining it.
- To make sure, I continued mining and it continued to give iron.
- After I switched to another resource, I could no longer mine iron from the tile.
- I tried to reproduce this bug in another tile with iron, but it did not work, after the iron in the tile ran out, the caravan did not mine it.
