Steal knowledge replaced mid scenario

I was playing on the final map in Bifrost and I had learned through the bifrost system city builders and stolen lore. When I took stolen lore I wanted city builders faster so I took city builders with stolen lore instead. Then both techs are highlighted as if taken, which makes sense. At the start of a new year I was offered winter festival and replaced my original version of city builder replacing the tech.

The stolen lore spot still had city builder but now it showed winter festival as learned(Since when I took it through stolen lore both got highlighted). But while it still showed stolen lore's version of city builder highlighted it no longer worked. I could no longer upgrade for half price and the like. As you can see in the picture provided, it costs 100 and city builder is highlighted.
