Game Freezes up when Selecting Military Building

I've been having this problem consistently since I first started playing a few months back: The game will suddenly freeze up when I select any military building. The higher the population, the longer the freeze, sometimes to the point where Windows thinks the game has crashed.
It only happens with military buildings. Selecting any other building is fine.
