Owl Clan, Bifrost, No Health buff

Bifrost. When playing as the Owl Clan and using a warchief who gives a bonus to all improved barracks for warriors who are in the same zone as her, if you use a shaman barracks from the Rat Clan, the warriors do not receive a health bonus. Explain, is this a bug, balance needs or is the shaman barracks some other type of barracks.
