Rig Chapter 1 - Scout not scouting

I built one scout and they were scouting the upper right hand of the map when I pulled them away to search the abandoned building. The scout was not finished scouting that territory. They finished searching but would not go back to scouting. This has nothing to do with upgrading because I don't even have the materials to upgrade and the land is not owned by anyone.I probably could have just built more scouts but I'm just trying to understand the mechanics. I already beat the level and this was my second play through of the same level to get a better understanding of the game.
