Raven clan do not gain lore when scouting with a Watch Tower

The title is self-explanatory. Watch Towers are from the first step of the Guardian Military Path: Oversight.
It is really discouraging me from playing this clan with the guardian military path. Not only is it the weakest path of these three, we should at least be able to economise scouts without another penalty (obtaining no lore when discovering new zones when playing as the Raven clan is a very huge penalty).
