Owl Conquest Norn Favor unintended change

Since patch v3.7.54.42538 the conquest clan favor in which Owl can have up to 6 Norns seems to have been changed so that Norns still consume food spite not counting to the population.

This does not show up in the previous 2 patch notes as an intended change.

This behavior was noticed in a bifrost run.
