[Bifrost] Assigning a miner to a zone at already max livability causes a serious error

In a Bifrost in the Nidavellir map as any southern kingdom, assign enough workers to max out livability in the zone. Then, assign a miner to the zone so that it is over maximum livability, a serious error should occur.
Further info in case you can't reproduce:
This occurred in a multiplayer with 1 other person, I was stoat and they were lion, and this was the second realm in our bifrost. We confirmed that it can happen on at least both of those clans.
