[Minor] Brewery can only appear as a reward if you have another happiness building in Bifrost

The condition for "HasAnyBuilding" which lists all the other happiness buildings is not inverted, causing this building to never appear when you need it and only appear when you don't need it.

Wow.. no wonder why I never could get a brewery in Bifrost.... drove me up the wall.
