conquest stuck on loading screen

on the conquest mode, me and my partner are trying to play the last map/mission. whenever we load into it, i get stuck on the loading screen "sculpting land, etc" and then it resets and the process starts from the begining. On my partners screen it shows the percentage loading bar and it reaches 66% then back to the beginning.
We are both playing in the same room "same IP, etc" both our pc's are up to date "drivers and windows"
The steps we have taken are running the game in administrator mode, verify game files via steam, windows firewall exemption and even restarted the pc's. We alos tried doing another map/mission to "un glitch it" and still no luck
