Bifrost: new bugs with forging tools and weapons

Bug #1: As a viking player can't forge civilian tools for kingdom unit unless team have viking equivalent, i assume the same happening for kingdoms.
Bug #2: Player can't forge viking weapon's for units he doesn't own but team have the building - weapon forge unlocked only after you make at least one unit and hide again if u lose him (same with raven mercs before those new bugs)
