AI seemingly not attempting Trade victory when only Trade is available?

I have finished the campaign chapter 4 several times and each time the Raven clan had 0 progress on Trade victory (the only one available), different victory conditions.
I have just finished conquest mission Jeweller I think its name is (in French it's Joaillier) on Normal and it was the same - all AIs had 0 Trade victory progress.
Apparently AI doesn't go for Trade even when it's the only objective available?
