AI lets it's citizens die in Winter

Like the title says.
The AI (hardest) seems to spend all it's food and then people die - in the end, the AI barely has territories and is very weak.
Tested in 2 Rounds, each of them 3 Humans against 3 AIs.
Windows, Steam, DX.
No fun anymore.
