LION CLAN AI ISSUES

Hello everyone, I'm playing a single-player game against 8 AIs on hard difficulty. I recently bought the expansion The Cross of Vidar, which includes the Lion Clan. However, in this game, I've noticed that the AI using the Lion Clan is behaving erratically. It only builds structures but doesn't use civilians; instead, it converts them all into military units. But since there are no civilians working on anything, its units suffer wear and die off. Additionally, it doesn't attack anyone, just moves its military units back and forth, and it also doesn't colonize new lands. Is this normal, or is it just happening to me?
