Can't place weapon upgrades on Varangian camps if they are too close to ally

I couldn't place weapon upgrade on my Varangian camp. Reason seemed to be that camp was realy close to boarder with my ally, and the upgrade itself wouldn't fit. Had to make another camp so I can place it. Could be a feature, but I always thought it's just a different way for menu selection
