Stoat: lord and domain lord unable to go into adjacent neutral zones with middle lore branch perk

Previously the lord and domain lords for Stoat could go into the adjacent neutral zones with the first lore of the middle branch. This is no longer working, they can move around inside your territory but cannot go into any neutral zones. Lords and domain lords are an important aspect of Stoats early game and this is a significant nerf if deliberate. The warlords can still move around as normal at least
