A.I. relationship with neutrals bug.

Hi guys, love the game still.
The AI is able to become friends with neutrals at an astonishing pace. This happens in multiple modes. I noticed this while playing Kraken conquest first mission on Normal. Before first winter the AI is at 40% relationship, no offering wells. In the save file I can provide there were no offering wells present until year 2.
This means Kraken first conquest is broken.
Windows 10 (up to date) Direct X, bug is present in game types, MP, Conquest & SP create game.
